Social welfare programs and services are basic functions of the local government units since the passage of RA 7160 or Local Government Code of 1991. These are intended to give social protection and promote the rights and welfare of the poor, vulnerable and disadvantaged individuals, families and communities. The development of schemes and strategies in resource generation is also designed to alleviate poverty and empower the people towards a satisfying life. It is in this context that the Provincial Government of Negros Occidental pools its resources and mainstreaming its development efforts towards effective delivery of needed programs and services.
Data on the situation of the disadvantaged sectors are necessary for the proper matching of intervention to the identified needs. These statistical information can become the basis for a national planning of programs and services to be implemented which, hopefully, can improve the situation of these marginalized sector.
This chapter presents data on the number of clients served by the various outreach and service programs of the Provincial Social Welfare and Development Office (PSWDO). Also included in this chapter are the facilities such as the Day Care Centers (DCC) and Senior Citizen’s Center (SCC) administered by the PSWDO in carving out its programs. The Women and Children’s Desk of the Philippine National Police also provides data on cases of abused children. Data on the number of households of the ethnic groups are also presented which is provided by the National Commission on Indigenous Peoples
The PSWDO has been promoting the
well-being of women and children, youth, senior citizens, persons
with disabilities and victims of disasters. As of 2007, the disaster
victims reached a total of 22,533 families or 112,665 persons who
were given relief assistance and rehabilitation services. One of the
facilities provided is the Core Shelter Unit and, to date, a total of
732 units were constructed since 2000.
As of 2007, there are 1,561 Day Care Centers (DCCs) serving a total of 61,305 pre-school children. From 2006, there is an increase of 34 DCCs in 2007; however, the number of pre-school enrollees decreased by 3 percent.
Out of 32 LGUs, 25 have Senior
Citizen Centers serving 53,100 registered senior citizen members as
of 2007. There is a decrease of 32 percent in the number of
registered members from 2006 to 2007.
Based on the survey conducted in 2007, there are 3,102 households of Indigenous People (IP) in the province. Classified according to tribes, there are 157 Ati/Ata Negrito, 2,091 are Bukidnon, 745 are Bukidnon/Karulano, and 109 are Bukidnon/Maghat.
