Data
on industries and investments serve as gauge on the extent of the
areas' attractiveness and capability to absorb entrepreneurial
ventures. An analysis of the data on the size and growth of industries
and the stock and flow of investments show the enabling factors that
provide or enhance the comparative advantages enjoyed by industries and
investors in Negros Occidental. On the other hand, the data can give
indications of the limiting factors that hinder the entry, growth and
movement of industries and investments. With the data providing
signals, the concerned government agencies can formulate policies,
enforce regulations and undertake infrastructure programs and other
forms of assistance to assist business and prospective investors.
This
chapter presents data on the number, floor area and value of private
building construction, and the number of establishments including the
revenues generated from such by sector. The sources of these data
are the Department of Trade and Industry (DTI) and the Regional Social
and Economic Trends (RSET) 2006.

to prospective investors. These LGUs include the cities of San Carlos,
Escalante, Cadiz, Sagay, Victorias, Bacolod, Kabankalan, Bago & La
Carlota and the municipalities of Toboso, Manapla, Pontevedra and

One of the
government initiatives to promote local industry is the “One Town – One
Product” (OTOP) program. OTOP supports micro, small and medium
enterprises (MSME’s) to manufacture, offer, and market distinctive
products or services through the use of indigenous raw materials and
local skills and talent. In lieu of this, the province of Negros
Occidental by way of supporting OTOP, has put-up the Technology and
Livelihood Development Center or TLDC as a provincial office which
coordinates and facilitates for packaging, promotion and marketing of
local industries.
