Data on energy is a vital input to the national and local programs of the government. The business/industry sector also uses the data in the preparation of feasibility studies and in investment planning. The importance of these resources in countryside development is recognized in many ways. Energy is essential resources in stimulating the growth of businesses and other institutions operating in the locality. Industries and agriculture, the major contributors to the provincial economy, are highly dependent on these resources. Energy is also vital in the day-to-day lives of individuals residing in the community. Considering the proper utilization of energy and water provide signals on the potentials of the area to achieve growth and development. The data also serve as indicators of the standard of living of families comprising the communities. (RSET)

This chapter presents provincial data on power and water supply status. Specifically the data on power include power distributed, power rates and service connections by electric cooperative/utility. On the other hand, water data focuses on accessibility of safe water supply and water rates. The data sources for energy are the electric cooperatives coming from the northern, central and southern portions of the province known as V-M-C Rural Electric Service Cooperative, Inc. (VRESCO), Central Negros Electric cooperative, Inc. (CENECO) and Negros Occidental Electric Cooperative, Inc. (NOCECO), respectively, while data sources of water are the Provincial Health Office (PHO) and the Regional Social and Economic Trends (RSET) 2007 of Western Visayas.

Sectoral HIghlights

Municipalities, Barangays and Households Energized
A total of 32 municipalities and cities and almost 100 percent of the 662 barangays in the province have electricity served by CENECO, NOCECO and VRESCO in 2008. The total number of households with electric connections reached a total of 354,519, including that of Bacolod City.

Power Distribution
The 3 existing electric cooperatives in Negros Occidental distributed a total of 771,491 megawatts of electricity in 2008 which marks an increase of 3 percent from the 2007 distribution of 744,999 megawatts.

Service Connections
Service connections by type of consumer in 2008 totaled 329,492 which is 5 percent higher from the 2007 connections at 312,978.

Electric Consumption
Electric consumption in Negros Occidental reaches 771.49 million kilowatts in 2008 which is 4 percent higher than the consumption in 2007 of 742.01 million kilowatts. 50 percent of which is consumed by residential connections, 24 percent by commercial connections, 21 percent by industrial connections, and the rest is consumed by street lights, irrigation and other connections.

Access to Safe Water Supply
Households with access to safe water supply reach 444,290 comprising 95 percent of the total actual households of 467,305 as per report of the Provincial Health Office in 2008. Households with access to level 1 water supply has reached to 47.78 percent, down from 50.04 percent in 2007; level 2 water supply accessed by 22.50 percent of households, up from 21.79 percent in 2007; and level 3 water supply accessed by 24.79 percent of households, slightly up from 24.01 percent in 2007. Households who have sanitary toilets and satisfactory garbage disposal reached 84 percent while 79 percent comprise of households with basic sanitary facility,

Water Rates
The different water districts and waterworks make 68,675 service connections in Negros Occidental, including Bacolod City. Sipalay City Water District charges the highest cost for water among the water districts at PhP 279.00 per 10 cu.m. followed by Binalbagan at PhP 215.00 and Silay City at PhP 200.00. On the other hand, La Castellana Water District charges the least at PhP 70.00 per cu.m. followed by La Carlota City at PhP110 per cu.m.
