Public
security has direct impact on the growth and development of the
province and the region. A peaceful and orderly situation in the
province can attract more investors and stimulate businesses that can
bolster the economic status. This calls for an effective and fair
administration and enforcement of laws. The Provincial Government, a
staunch advocate of peace and order in the province, has always been
supportive of, and even initiates, peace-related programs and
activities through the Provincial Peace and Order Council. The Council
has implemented plans, policies, programs and have established a
monitoring and evaluation system for it to significantly address
pressing problems on criminality, insurgency and other forms of public
disorder. It was also established that an information system which can
give timely and reliable data is a very effective tool in the
administration of public order, including the enforcement of laws.
This
chapter presents provincial data on crimes and public safety, number of
police, and cases against women and youthful offenders. The data source
for this chapter is the Philippine National Police Provincial Command.
Sectoral HIghlights
The Average Monthly Crime Rate (AMCR)
registered an incidence of 1.94 per 100,000 populations in 2008. The
Index Crime which includes incidence of murder, homicide, rape,
physical injury and theft recorded a decrease of 290 or 48 percent from
2004 to 2008. It is also noted that the incidence rate of the non-index
crime decreased by 198 or 49 percent for the same period.
Crime solved in the province as
indicated by the Crime Solution Efficiency (CSE) is recorded at 95.25
percent. It is noted that there were 19 Local Government Units (LGUs)
with 100 percent CSE.
