Public administration refers to state
institutions, processes, procedures, systems and organizational
structures, practices and behavior for managing public affairs to serve
the public interest. This chapter presents the performance of the
Provincial Government of Negros Occidental in terms of the financial as
well as human resources. The adaption of new financial systems and
institutionalizing procedures for government transaction help in the
efficiency and effectiveness of the management of the public goods and
services. These are concretely manifested in the data of local revenues
and expenditures. Development Administration is indeed being given much
attention and priority so that equity, transparency and accountability
can be attained.
This chapter presents the number of cities, municipalities and
barangays of the province. It also includes financial status, income
and expenditures and Internal Revenue Allotment (IRA) of the province
and its component cities and municipalities. Lists of Congressional and
Local Government Officials in Negros Occidental are also provided. The
sources of the data are the Provincial Budget Office, Provincial
Accounting Office, Provincial Treasurer’s Office, Provincial Human
Resource Management Office and Commission on Elections.
Sectoral Highlights
The province had a total budget of Php1.49 billion with a total revenue
of Php1.56 billion for Fiscal Year 2008. The income of the province was
generated from the tax revenues, non-tax revenues, Internal Revenue
Allotment (IRA) and extra ordinary receipts/ grants/aids. Expenditures,
on the other hand, amounted to Php1.27 billion for the same year.
The province received a share of Php1.30 billion as Internal Revenue
Allotment (IRA) in 2008. The figure showed an increase of 12.8 percent
compared to that of 2007 IRA. Kabankalan City has the biggest IRA share
among the component cities and Cauayan for the municipalities, which is
based on Section 285 of the 1991 Local Government Code which determines
the share depending on population, land area and equal sharing with the
city or municipality.
Negros Occidental is classified as a First Class province with 1 Highly
Urbanized City, 12 component cities, 19 municipalities and 661
barangays. There are 8 LGUs classified as first class, 8 LGUs as second
class, 7 LGUs as third class, 5 LGUs as fourth class and 4 fifth class
LGUs.
First Level
– class of positions in the career service which includes clerical,
trades, crafts and custodial service positions that involve duties
requiring less than four years of collegiate studies and in a
supervisory or non-supervisory capacity.
Second Level
– class of positions in the career service which includes professional,
technical or scientific work in a supervisory or non-supervisory
capacity requiring at least 4 years of college work up to Division
Chief level.
Co-terminous
– an appointment in the non-career service issued to a person whose
entrance and continuity in the service is based on trust and confidence
of the appointing authority or that which is subject to his pleasure or
discretion.
Contractual
– appointment in the non-career service issued to a person who will
undertake a specific work or job for a limited period, not to exceed
one year.
