Governor Bong Lacson issued Executive Order No. 20-33, Series of 2020, dated July 20, 2020, adopting additional health requirements for Authorized Persons Outside Residence (APOR) entering the Negros Occidental as the latter’s unrestricted movement during the community quarantine period proved to be contributory to the rise of COVID-19 cases in the province as they have become carriers of the SARS-CoV-2 virus.
