Governor Bong Lacson met with the Negros Occidental Power Sector Assessment Study (NOPSAS) Team yesterday, October 19, 2022, to discuss the research team’s progress and proposed plans for the Provincial Power Sector – Study Group (PPS-SG).

The NOPSAS team is composed of Jeanette Patindol as the Team Leader and Engr. Jeffrey Winston Lazaro, Dr. Stefannie Montaner, Caryl Mae Pillora, Engr. Felix Querubin, and Joshua Villalobos as team members.

They are supervised by Provincial Consultant on Energy and Environment Concerns (PCEEC) Rafael L. Coscolluela.

The team was formed based on the mandate of the Provincial Power Sector – Study Group (PPS-SG) which was created from Provincial Executive Order No. 21-52 signed by the governor last Nov. 15, 2021.

It is tasked to research and assess the power industry situation and prospects in the province as a basis for creating a Provincial Energy Development Road Map for the next 10 years and beyond.

Aside from desk studies and interviews, the research team conducted focus group discussions (FGDs) last July 29 to September 2 with industry stakeholders from the 4 power industry sectors: generation, transmission, distribution, and utilization.

It also assisted the Bacolod City Mayor’s Office in inviting the FGD participants to the meeting with key industry stakeholders requested by Bacolod City Mayor Alfredo Abelardo Benitez last October 5.The research team is currently finalizing its report for submission to the Governor.

A PPS-SG workshop and public consultation and workshop through a Provincial Power Summit will follow, for drafting the framework of the Provincial Energy Development Road Map, to be released in early 2023.
