Sagay Tops Search for Best RA 9003-Compliant Panaad Pavillion

The Sagay City Pavilion is this year’s champion in the 2023 Search for Best RA 9003-Compliant Panaad Pavilion/Booth in the recently concluded Panaad sa Negros Festival 2023 held at the Panaad Park and Stadium in Bacolod City.

The San Carlos City Pavilion placed second while Bago City Pavilion placed third.

The activity is one of the Provincial Solid Waste Management programs and activities spearheaded by the Provincial Environment Management Office headed by Atty. Julie Ann Bedrio.

It aims to promote proper segregation of wastes, maintain the cleanliness and proper management of solid wastes of each LGU booth, and serve as a venue for LGUs to showcase their respective SWM practices and innovations.

The winners were awarded during the closing ceremony of the Panaad sa Negros Festival, led by Governor Bong Lacson.

RA 9003 is an act providing for an ecological solid waste management program, creating the necessary institutional mechanisms and incentives, declaring certain acts prohibited and providing penalties, appropriating funds therefore, and for other purposes.

The Provincial Capitol SWM Task Group (PCSWMTG) chaired by Provincial Administrator Atty. Rayfrando Diaz implemented the first Awards and Incentives Program for all LGUs for this year’s Panaad Festival.

The evaluators were PEMO SWM Team headed by Dr. Eriberto Madalag, and members Sheila Joan Bautista, Ria Dada, and Rodolfo Sapalo Jr., together with the EMB-DENR Negros Occidental SWM Team headed by Engr. Victor Thomas Ureta and staff Vinci Raymundo, Shane Labrado, and Leo Singuay, and the Kapitolyo Solid Waste Management Educators Maricel Lastierre, Jassen Jamili, Teresita Tionko and Marivic Belicena.The group conducted daily monitoring and evaluation to 32 LGU Booths during the seven-day festivities.

Special Awards were also given to the LGU Booths such as Best Solid Waste Management Focal Persons, Bituin Nazarino of Sagay City, Engr. Peejay Nobles of Talisay City and Victor Lapidez of Manapla.

Best Solid Waste Management Innovations, Sagay City and Escalante City; Best in Information and Education Campaign (IEC) on Solid Waste Management, San Carlos City, Kabankalan City, Himamaylan City, Silay City, Cauayan, Murcia, Calatrava; Best Tourism In-charge, Mae Ann B. Furtos of Bago City; Best Implementation of “Regulated Use of Single-Use Plastic”, Isablea; Best in Waste Segregation, Cadiz City, Candoni, Pulupandan.
